HR Corporate Location Data Improvement

PayPal Seeks Program Management Support to Address Non-Compliance Issues

Problem Statement

In 2016, PayPal's Human Resources (HR) department, in collaboration with the Enterprise Data Governance team, launched the Corporate Location Data Improvement program in response to tax, audit, and regulatory challenges stemming from non-compliance in employee training modules. When new hires joined PayPal, their employee profiles were established based on their hiring manager's regional template. Subsequent investigations revealed widespread inaccuracies in people and location data for many PayPal employees. Despite this, the initial program in 2016 was deprioritized. However, in 2020, PayPal had to revive the program due to the pandemic and issues with the reliability of campus and emergency notifications. 

 

Purpose

The objective of this extensive enterprise-level global HR initiative was to consolidate people and location data into a unified authoritative data source (ADS) within the master data management (MDM) platform. This ADS would serve as the primary data repository for downstream applications such as Workday, Fieldglass, ID Hub, and others.

 

Custom Solutions & Actions Taken

Christopher, a skilled program manager, offered expert program management solutions that assisted PayPal Inc. in resolving its issue by providing the following solutions:

  • Alignment of multiple teams, project schedules, and objectives to modernize a new HR data platform across eight core applications by analyzing top-level program activities across various workstreams and teams.

  • Design and development of the business case using historical data and expert judgment for project prioritization and approval.

  • Implementation of the project management plan, covering quality, risk, communication, resources, testing, and change management for project scope, schedule, and costs.

  • Evaluation of project goals, status, resources, and interdependencies by identifying risks, issues, and progress.

  • Communication of project status and data through program and executive-level updates and stakeholder reviews.

  • Contribution to HR project management by providing an in-depth analysis and evaluation of the program’s scope, schedule, budget, and resources.

 

Conclusion

By implementing the new single authoritative data source (ADS), PayPal aims to enhance the 360-worker profile experience and save significant amounts of money previously spent on tax, audit, and regulatory fees. The company plans to leverage this new platform to streamline their onboarding process and align various use cases within their master data management (MDM) system. With a reliable and uniform data platform in place, PayPal staff can access current campus, emergency, and training notifications to guarantee the safety and regulatory adherence of all employees.
