Electronic Visit Verification

AHCCCS Seeks Robust Project Leadership to Implement a New SaaS Solution and Comply with a New Federal Mandate

Problem Statement

As per the 21st Century Cures Act, states must introduce Electronic Visit Verification (EVV) for all Medicaid personal care services (PCS) and home health care services (HHCS) that necessitate an in-home visit. In line with this requirement, the Arizona Health Care Containment System (AHCCCS) sought to establish a health information technology program called EVV to electronically oversee and monitor its Medicaid-funded services. Regrettably, the state faced a shortage of resources to implement the program and thus invited vendors to propose solutions. Additionally, the state enlisted an external project consultant to oversee the chosen vendor on its behalf.

 

Custom Solutions & Actions Taken

Christopher, a skilled project manager, supported the achievement of certification, implementation planning, and IV&V compliance goals by providing the following services:

  • Leadership in planning and requirements gathering sessions for AHCCCS's new business model.

  • Development of client engagement communications with healthcare providers and MCOs.

  • Facilitation of EVV business requirements workshops with 12 state agencies.

  • Management and reporting of vendor implementation status and daily progress.

  • Assessment of project impact through facilitated risk management sessions.

  • Ownership of project artifacts outlined in the state’s RFP, including project investment justification, project charter, project work plan, Microsoft project plan, RAID register, decision log, vendor invoices, project management plan, and project scorecard.

  • Creation and administration of the state's SharePoint site for secure document and deliverable exchanges with vendors.

  • Achievement of CMS certification through collaboration with the IV&V vendor.

  • Weekly communication of project status, decisions, and upcoming milestones to stakeholder divisions, external vendors, and executive leadership.

 

Conclusion

AHCCCS, the healthcare division of the state, has successfully obtained CMS certification and completed the business-side project implementation lifecycle for the EVV project. As a result, they have received a waiver from CMS to begin the technical implementation of EVV in 2021. With the additional time granted, AHCCCS can reduce the overallocation of their IT resources and focus on prioritizing EVV on their roadmap to ensure the project receives the necessary attention. In the next phase of the project, the Information Technology team will handle the implementation and address any remaining technical requirements for adopting the EVV solution.
